THE TORTURE OF A GUILTY CONSCIENCE


If only I had the chance to share these 6 important letters, the set of rules and principles, which are applicable and effective not only in police work but in all endeavors in life, the misencounter would not have happened. The 2 groups of men, the police and the army of the government, were marching in lockstep in separate ways in the hinterland of Samar on June 25, 2018, to kill the NPAs but instead, tragedy struck when these friendly forces fail to identify each other. The army fired a staccato of gunfire at the police forces killing 6 of them and injured 9. The cause of the misencounter was the failure to transmit properly the message of coordination. These 6 letters could have led the pendulum swing away from death into alive if known by heart, they are: CIA, which means, Common Sense, Initiative, Anticipation; and CCC, Consult, Coordinate, and Cooperate. I mastered the efficacy of these letters and I lectured about them on the PC and the Army during my time in the PC-JAGO in 1979 and onwards. The PC and the Army did not have any misencounter ever since until the Philippine Constabulary was replaced by the PNP. The 6 letters are easy to understand but how to impart them to the listeners is a different matter. I am telling you this, no amount of narrative whether in English, in Bisayan, or in Tagalog can do it. It must be mixed with examples, analogies, metaphors, and similes, and always with torture of a guilty conscience.
