In retrospect,
last Wednesday, May 13, 2020, a bill No. 6732, was sponsored by Speaker Alan
Cayetano and it was simultaneously approved in first and second reading right
there and then like magic. Such move displayed neither wisdom nor wit, but
rather a defiance of the rule. Under Article 6, section 26, para 2, of the
Constitution, No bill passed by either House shall become a law unless it has
passed three readings on separate days, xxx xxx xxx.
In yesterday’s
session, May 18, 2020, Congress realized they committed a blunder that they
withdrew their approval to the Bill No. 6732. Their checkmate play of
railroading the approval of the provisional franchise of Abs-Cbn is a tangled
braid that must be unbound thru one swoop of the sword.
I think the difficult
thing for people to grapple with emotionally about Speaker Cayetano is how
could he be so bias and partial to Abs-Cbn? Alan Cayetano’s rendition of his
duty was unimaginable and even if it involves using syntax and all of the
knowledge in the inside that humanity had in order to understand it, it would
always remain incomprehensible.
